NMSC, a not-for-profi t organization that operates without government assistance, was founded in 1955 specifi cally to conduct the National Merit Scholarship Program. The nationwide pool of Semifinalists, representing less than one percent of U.S. high school seniors, includes the highest-scoring entrants in each state. The number of Semifinalists in a state is proportional to the state’s percentage of the national total of graduating seniors.For example, the number of Semifinalists in a state that enrolls approximately 2% of the nation’s graduating seniors would be about 320 (2% of the 16,000 Semifinalists).
