On other things that have that drop rate, it's fairly easy to overcome because you can farm that same thing over and over quite quickly. A five minute run can mean that you get multiple attempts in a single game session.

 
It should be noted that the Exalted Weapons have the unique upside of working with the Archon Mods. Eg, Exalted Blade doesn't hit the strongest, but nowadays it can fully Armor Strip with Chromatic Blade (Toxin), two Emerald Archon Shards and Archon Continuity. The Veilbreaker quest gives you an entirely separate segment (which iirc, you have to build) to use archon shards. The archon shard segment is not in the bundle. My plan is to go with 2 greens for full armor strip, 2 crit chance, and 1 topaz shield on blast proc for meme build, which I'll probably turn ...[Archon Continuity] is to provide Corrosive on Toxin so it can combat armored factions like the Grinner, Corrupted, or Infested better in case you forget to change it. In the meantime, complete new and farm Kahl missions. His camp gives archon shards too..
